CRoW Act 2000
DEFRA are currently drafting the Statutory Instruments that will bring Restricted Byways into effect , the new name for RUPPs ( oh and by the way , any vehicular rights that existed on a RUPP will be extinguished ) .
Even more far reaching is the latest consultation document from DEFRA - Use of mechanically propelled vehicles on Rights of Way . One of the proposals is to give users just one year to make any Byway claims , after that it will become almost impossible to use historical evidence to prove vehicular rights on a route .
Now is the time to act , by lobbying your MP and pointing out the injustices that will be done should either the Statutory Instruments come into effect or any of the new proposals be adopted . SO DO IT NOW , BEFORE IT'S TOO LATE .

To highlight a problem , call free on 0800 232323 ( or 01225 777234 ) during office hours , noting the defect number issued by the Highway Authority , should any follow up work be required .

Local Issues
Smeathe's Ridge
At a recent Wiltshire County Council's Regulatory Committee meeting it was decided that a TRO banning motorised vehicles from the byway that runs from Barbury Castle to Ogbourne St. George , should be implemented .
The Order is to be " implemented as soon as is reasonably practical " .
Wroughton & Broad Hinton
Swindon Borough Council are currently consulting on a proposal to divert part of a Byway which runs from Utfcott to the Ridgeway ( near Barbury Castle ) , onto a track further east and roughly parallel . The problem with this is the fact that the track already has public vehicular rights on ( although they are not recorded on the Definitive Map ) , and so would result in a net loss of one vehicular RoW. Watch this space for further developments .
Traffic Orders
Wiltshire County Council are considering placing Traffic Regulation Orders prohibiting vehicular ( and in some cases equestrian and cycling ) traffic on the following routes :
Maiden Bradley RUPP no. 1 ( There is a consultation meeting on the 3rd of October 2002 at Gare Hill ) .
Sutton Mandeville Byways no. 3 & 4 and Fovant Byway no. 15 .
Heddington Byway no. 17 and Bromham Byways no. 49 & 50 and Roundway Byway no. 26 .
The reason for making the Orders are those added to the Road Traffic Act 1984 by the Countryside & Rights of Way Act 2000 ( section 22A ) , for conserving the natural beauty of the area , its flora , fauna , geological and physiographical features .
Larkhill Ranges
The MOD are attempting to make the Larkhill Ranges a " no go " area by closing
various rights of way that cross the Ranges . A joint submission from the B&BT , BHS , OSS , RA and TRF has been forwarded to the County Council for onward submission to the MoD when they next meet . Watch this space for further developments .Stonehenge
At a recent meeting with the Highways Agency , discussion to place on how the Berwick Down to Stonehenge Bottom improvements ( including the Stonehenge tunnel ) will effect RoW . It would appear that getting all the higher rights acknowledged in the Side Roads Orders will be an uphill struggle , as will fighting the TRO proposed by the National Trust , on the long byway which runs from Druids Lodge to Larkhill , passing the Stones . Watch this space for further developments .
TRO's
The following Byways are closed to prevent further damage or to allow them to recover after major works .
Heddington Steps ( Byway 49 Heddington - Bromham 17 ) & Morgans Hill ( Byway 36 Bishops Cannings ) .
A six month emergency closure order has been placed on Cherhill 38 , the new Byway across Cherhill Down , due to badgers undermining the surface .
Training
